No Response, No Refund - Kenmore Refrigerator


I had a technician come out, diagnose a need for expensive parts, order them, and they arrived in a few days. So far, so good. But it would be weeks before they could come back to repair our refrigerator. Meanwhile we found a local man who fixed it without needing the parts. We returned the parts and were promised a refund.
That was months ago and still no refund.

Repeated calls result in repeated promises to either call me (first few promises) or email with a resolution. Within 24 hours. No calls or emails have come in.
What does it take to get action from these people?
